On June 9, 1982, the Senate enacted the following rule: "At the commencement of each session, a Committee of Selection consisting of nine Senators shall be appointed whose duties shall be to nominate a Senator to preside as Speaker Pro Tempore", that is, as temporary Speaker. Prior to the enactment of this rule, a Speaker Pro Tempore was chosen each time the Speaker was absent.
